Вышел первый в этом году номер «Вестника МГИМО»
Уважаемый
читатель!
Вышел в свет первый за 2010 год номер журнала
«Вестник
МГИМО-Университета». Он представляет собой образец того
интеллектуального и издательского продукта, который мы будем
поставлять читателю в ближайшее время. Первое, что бросается
в глаза — журнал в новом формате стал более объемным
и публицистичным, его содержание — более разнообразным
и актуальным. У него появился Редакционный совет, в который
вошли известные политические деятели и крупные ученые. Изменились цвета
и стиль оформления обложки, рационализирован, в соответствии
с последними достижениями журнального дела, дизайн представляемых
материалов. Обновлены журнальные рубрики и скорректированы принципы
их формирования. Все это можно увидеть и обнаружить, заглянув
хотя бы на оглавление анонсируемого номера журнала.
Он открывается аналитическими материалами ученых
Института международных исследований:
В.И. Мизина — о иранской
ядерной программе; А.В.
Иванова — о перспективах сотрудничества России
и стран АТЭС; Е.Р.
Воронина — о взаимодействии Евросоюза и НАТО;
И.С. Путинцева — о возможностях компромиссного решения
приднестровского конфликта; Ю.С.
Кудряшовой — о безопасности Турции в контексте
курдской проблемы. Этими работами сотрудники ИМИ подтверждают те высокие
оценки специалистов, которые они заработали своими предыдущими работами.
И в последующих номерах журнала аналитика наиболее острых
и животрепещущих вопросов и проблем современного мира будет
предшествовать иным его рубрикам.
Теория международных отношений представлена материалами проведенного
в МГИМО «круглого стола» по теме «БРИК как новая концепция
многовекторной дипломатии». В состоявшейся научной дискуссии приняли
участие, вместе с учеными и преподавателями Университета,
представители ведущих институтов РАН, сотрудники МИД, Дипломатической академии,
обозреватели крупнейших российских СМИ. Среди предложенных к обсуждению
тем были:
— место и роль БРИК в экономической и политической
структурах современного мира,
— способность и возможности стран «четверки» отвечать
на вызовы становящегося в мире информационного общества,
— важность для России участия в БРИК,
— проблемы взаимодействия между странами БРИК и ЕС,
— потенциальные линии расколов в БРИК и т. д.
Представители МГИМО на этом «круглом столе» в очередной раз
продемонстрировали, что Университет прочно удерживает лидерские позиции
во всем, что касается инновационных подходов к научному общению
современных процессов в международных отношениях и мировой
политике.
В рубрике «История» размещены две статьи на разные темы,
но одинаково интересные предложенными авторскими подходами, аргументацией
оценок и суждений, хорошим стилем изложения материалов. Речь идет
о статье И.В. Михайлова
«„Украинская революция“ или революция на Украине?», а также труде
Ю.А. Никифорова и Р.Ф. Субханкулова «Освещение
советско-финляндской войны 1939—1940 гг.
в отечественной историографии. К 70-летию окончания
войны».
В разделе «Политология» опубликована статья С.М. Миронова,
мимо которой вряд ли может пройти любой читающий человек хотя бы
потому, что автор главную свою идею изложил в самом названии труда
«Идеологическое соревнование между капитализмом и социализмом только
начинается». Здесь же размещена статья О.Н.
Барабанова и А.И. Клименко в известном смысле
также новаторская статья, названная авторами «Концепция общего идеологического
пространства России и ЕС».
Под рубрикой «Право» А.Н. Вылегжанин
анализирует 20-летнюю практику «временного применения» Соглашения
между СССР и США о линии разграничения морских пространств. Обобщив
результаты опроса мнений россиян об их отношении
к 70-летию подписания советско-германского пакта
1939 г., 70-летию начала Второй мировой войны,
20-летию падения Берлинской стены, В раздел «Социология»
директор Института социологии РАН Российской Федерации,
член-корреспондент РАН М.К. Горшков представил
статью, в которой приходит к выводу: наши соотечественники стали
народом, ориентированным на европейские ценности.
А.Н. Алексахин в рубрике
«Филология» опубликовал свое исследование «Взаимодействие иероглифического
и звукобуквенного стандартов слова китайского языка путунхуа». О.А.
Зубкова в разделе «Экономика» опубликовала свой «Анализ структуры
и динамики российских компаний-эмитентов депозитарных
расписок».
Две следующие части занимают в журнале особое место. Речь идет,
во-первых, о рубрике «Научные школы МГИМО». В ней, как
правило, раскрывается история возникновения, развития и вклада
в отечественную науку известных исследовательских коллективов, воздается
должное их корифеям, представителям «золотого интеллектуального фонда»
Университета, публикуются статьи, демонстрирующие новейшие достижения этих
школ. В первом за 2010 год номере журнала под этой рубрикой
опубликованы материалы, представляющие школу востоковедения в МГИМО.
Вступительная статья написана заведующим кафедрой востоковедения Д. В.
Стрельцовым, им же. в соавторстве с Е. В.
Колдуновой, представлена заглавная статья «Внешнеполитический процесс
на Востоке: некоторые подходы к методологии исследования».
Далее А.В. Демченко,
С.Б. Дружиловский, В.Я.
Белокриницкий, С.И. Лунев,
Л.М. Ефимова,
Е.В. Колдунова,
В.А. Корсун,
В.И. Денисов,
Д.В. Стрельцов в отдельных статья
воссоздают и анализируют внешнеполитические процессы, концепции стран
Арабского Востока, Ирана, Турции, Пакистана, Индии, Индонезии, Таиланда, Китая
КНДР и Японии. Это весьма важно и само по себе достойно похвалы
и даже восхищения. Но указанные авторы в большинстве своем идут
дальше. Они, вычленяя особенности и специфику анализируемых ими феноменов,
соотносят их с достижениями современной
международно-политической науки, создавая предпосылки для
ее дальнейшего развития. А это уже свидетельства высокого
профессионализма и даже таланта.
Во-вторых, имеется в виду рубрика «Свежий взгляд».
В ней публикуются статьи аспирантов, соискателей и начинающих ученых,
которые не просто разрабатывают новые темы и актуальную современную
проблематику, но и предлагают свое видение тем и проблем,
по которым существует достаточная, в том числе и добротная,
литература. И здесь нельзя не отметить, что
профессорско-преподавательское сообщество Университета творчески
и достаточно эффективно работает в сфере подготовки молодых научных
кадров. В представляемом номере журнала под этой рубрикой опубликованы
работы П.И. Касаткина «О роли религиозных факторов
в современных мировых политических процессах» и Р.Л.
Илиева «Иудаизм и права человека».
Заключить же представление очередного номера журнала «Вестник
МГИМО-Университета» хочется констатацией, что издание очевидно
становится все интереснее и совершеннее как научный и издательский
продукт, а также заверениями в том, что оно и в дальнейшем
будет развиваться и совершенствоваться, но для этого нужно решить две
первоочередные задачи: а) расширить авторский коллектив журнала, в связи
с чем призываем всех, кому есть что сказать в научном журнале,
присылать статьи и материалы; б) создать широкую и постоянную базу
читателей, которые были бы заинтересованы в развитии журнала
и своими предложениями, замечаниями помогали ему стать одним
из лучших в своей социо-профессиональной сфере.

VICTOR I. MIZIN. The Nuclear Problem of Iran: choices
possible
The article is tackling one of the most salient issues of the
current world politics — the nuclear program of Iran. It states
the actual failure of the efforts by the international community
to assure a
full-scale and unflawed cooperation
of this country with the IAEA and the UN Security Council,
as well as acknowledges the inability of
theG-8 and
the «3+3» group on the Iranian nuclear problem to propose feasible
effective solutions which could eliminate the worries among experts and
politicians regarding the possible circumvention by Iran of the IFEA
safeguards and its eventual creation of nuclear weapons’ potential. The
article suggest creating a kind of international consortium
in the territory of Iran which would realize the idea
of international nuclear fuel cycle centers as a possible means
to prevent such unwarranted developments. This would have put the Iranian
nuclear program, so far, parenthetically, fully generally legitimate
in terms of the NPT, under a tighter international oversight and
would have prevent the emergence of a new nuclear -and missile
weapons state in the vicinity of the Russia’s southern rim.
ANDREY V. IVANOV. Russia and APEC: perspectives
of cooperation
In 2012 Russian city Vladivostok will host APEC summit. Russia must not
only build all necessary infrastructure, but also understand what it can
propose to APEC, what it wants from it and what are the
perspectives of this organization that still could not begin planned
forming of free trade zone in Asia-Pacific Region.
EVGENY R. VORONIN. Cooperation of the European Union and NATO
in the settlement of crisis situations
The article deals with problems of cooperation in the settlement
of crisis situations of the European Union with other international
organizations of which EU — NATO relations are the main subject. The
author argues that despite the rapprochement between the EU and NATO there
exist certain disagreements.
IGOR S. PUTINTSEV. The Transnistrian Compromise?
The article focuses on the factors defining the Russian policy towards
Transnistria. The article also proposes a draft of a plan for
settling the Transnistrian conflict based on a compromise between
Chişinău, Moscow and Tiraspol.
JULIE S. KUDRYASHOVA. Regional security of Turkey in the
context of the Kurd problem
The existence of Kurdish problem in Turkey is determined
by the following factors: the infringement of Kurds’ social rights,
the economic obsolescence of areas populated by Kurds, the low level
of education of Kurdish people. In connection with the formation
of the Kurdish
self-government in Northern Iraq the
problem has taken on special significance. However reforms of the
ruling AK Party are aimed to a more close political and
social-economic integration of Kurds with the Turkish
society. These drastic reforms reduce to the increasing loyalty
of Kurds towards Turkish government.
IGOR V. MIKHAILOV. The Ukrainian revolution or the
Revolution in Ukraine
The process of
state-building in Ukraine has
a specific
by-product, namely a growing number
of works devoted to the
so-called Ukrainian revolution
in the beginning of the twentieth century. Though the events
in Ukraine were a part of the revolutionary process in the
Russian Empire, Ukrainian authors today claim that there was a restoration
of the national statehood destroyed by the Russian autocracy. This
conception borrowed from the Ukrainian political emigration has acquired
an official recognition. Despite a variety of views the
historians in Ukraine are dominated by an idea that the failure
of the «Ukrainian revolution» was due to a violent suppression
by Bolsheviks.
YURY A. NIKIFOROV, RUSLAN F. SUBHANKULOV. History of the
Soviet-Finnish war in the Russian historiography (on the
seventieth anniversary of the ending of the
Soviet-Finnish war)
The article dwells on the modern Russian historiography of the
Soviet-Finnish war, 1939–1940. The author’s attention
is on the discussion on causes and outcomes of the war.
According to the article, the last
20-years discussion made
a great progress in studying the «Winter war»
blind-spots. The author’s conclusion is the following.
The reasons of the
Soviet-Finnish war are more complicate,
than merely interrelations of the two states and are closely connected
with the whole European affairs, that progressively sharpened. There are
no connections between the
Soviet-Finnish war and
reuvanchist’ taking over Helsinki. There are no reasonable grounds
to think, that Finland became Hitler’s satellite because of the
«Winter war»
SERGEY MIRONOV. Ideological competition between capitalism and
socialism has just begun
OLEG N. BARABANOV, ALEXEY I. KLIMENKO. Concept of Common
Ideological Space between Russia and the European Union.
The article is dedicated to the opportunities to organize the
new common space between Russia and the EU — the Common Ideological Space
with the aim to promote the strategic partnership between the parties.
In this framework the political and juridical functions of ideology
are analyzed in the article, as well as main trends
of ideological policy both in Russia and in the EU. The
comparative study of ideological values in Russia and the
EU is also carried out. Another part of the article
is about the ideological dimension of 4 already existing Common
Spaces between Russia and the EU. In conclusion the authors advocate the
idea to start preparations for formation of the set of common
values and the Common Ideological Space between Russia and the
EU in the medium term perspective.
ALEXANDER N. VYLEGZHANIN. 20 years of provisional application
of the аgreement between the USA and the USSR on the Maritime
Boundary
The contemporary boundary between the USA and the USSR in the Pacific and
the Arctic Oceans is established by the exchanged diplomatic notes
of 1977; and the Agreement on the Maritime Boundary of 1990. The
USA has consented to these agreements. As to the Russian side,
the first agreement was not criticized, but the second was. Two sets
of documents published by the Russian Parliament in 1977 and
2002 reflect the reasons why the Russian legislators are against the
ratification of the 1990 Agreement. Some of them even demanded
to denounce that Agreement. Legal reading of these materials,
in the context of relevant facts and applicable law, confirms that
the
US-USSR Maritime Boundary Agreement of 1990 is bad
for Russia and good for the USA in the Bering Sea. Nevertheless, the
article shows that it is even worse for Russia to destroy this
Agreement now, after 20 years of its provisional application. The article
also considers as legitimate the provisions of the Agreement creating
«special areas» of the USA and USSR (beyond 200 miles from the base lines)
and the delimitation of the continental shelf between the two countries
beyond 200 miles from the base lines without submitting to the Commission
of the limits of the Continental shelf (as provided by the
LOS Convention of 1982).
MIKHAIL K. GORSHKOV. The beak of the Berlin wall: what Russians
think about international policy
The article is based on the results of the sociological survey
conducted by the scientists of the Institute of Sociology
of Russian Academy of Science that is devoted to such
historical dates as the 70th anniversary of Soviet German Pact
(1939), the 70th anniversary of World War II, and the uniting
of Germany. These events had an enormous influence
as on the international relations as well as on the
domestic political situation in our country. As a result the
Russians have become the people oriented on European values.
ALEXEI N. ALEKSAKHIN. Coexistence of hieroglyphic and
alphabetical word standards in Chinese Putonghua
The article examines the problem of coexistence of two written
standards of word in Chinese Putonghua: hieroglyphic and
alphabetical. The word is a main unit in Chinese too
as a minimum consisting of one vowel phoneme: — yī /i55/
«one», 二er / ɚ51/. «two». The hieroglyphic word is a traditional
ethnic mark of Han ethnos. The alphabetical word is a new ethnic
mark of Han ethnos that exposes the multilingual Nature of Han ethnos
and effectively using in the interests of promoting the lingual
consolidation of Chinese society.
ZINAIDA V. SOLOVIEVA. Legal language and the style
of legal documents as the objects of change and simplification
in the context of modern development of the English
language
The article contains the analysis of linguistic and stylistic
peculiarities of legal documents world at present in the USA and
Great Britain. Special emphasis is made on those peculiarities
of legal style and language which are subject to report.
OLESYA А. ZUBKOVA. Structure and movement analysis of Russian
depositary receipts issuers
The article has an outlook on the quotations of the depositary
receipts issued by Russian companies. The tendency, evolution and
regularity of this index are defined by industry. The article
finishes with the analysis by author of the outcome of the
research.
DMITRY V. STRELTSOV, EKATERINA V.
KOLDUNOVA. Foreign Policy Process in the East. Some Approaches
to Research Methodology
The article deals with certain methodological approaches to the
research of foreign policy process in the countries of the East.
Given that the concept of national interests is formed within the
context of requirements of nationally oriented development, the
authors emphasize a special role of internal factors of the
foreign policy-making process. Among other key methodological
problems, the article sing-les out the issue of motivational
orientation of separate elements of the foreign policy establishment
(«internationalists» and «isolationists»), the issue of balance between
the bureaucratic and the non-bureaucratic components in the
process of foreign policy decision-making etc.
ALEXANDER V. DEMCHENKO. Internal Factors in the
Formation of Foreign Policy of Arab States
The article’s major emphasis is centered upon the process
of
decision-making in Arab states. It pays certain
attention to legislation, the role of a head of state,
government, parliament, ministry of foreign affairs and various councils.
The article reveals the influence of separate elements of traditional
society (Islam, tribes, clans) and features of identity (Islamic, Arabian,
regional, national) on foreign policy formation. The main point
of the article is that the central
decision-maker
in Arab states is a ruler who shapes a foreign policy
during unofficial consultations with the ruling circles.
SERGEY B. DRUZHILOVSKY. Internal Factors in the Formation
of Foreign Policy in Iran and Turkey
The article reviews the most important stages in the history of Iran
and Turkey in the light of internal policy events and their impact
on the two countries
foreign-policy formation and conduct.
Тhe author analyses major factors influencing the shaping of Iranian and
Turkish foreignpolicy strategies and comes to the conclusion that despite
the differences in their state structures, either country has
a number of centers participating in the
foreign-policy making process. However, due to the
peculiarities of social and historical development of Iran and
Turkey, these centers of influence have essential differences, the
specifics of which are closely studied in the article.
VYACHESLAV Y. BELOKRENITSKY. Foreign Policy Process
in Pakistan: Internal and External Determinants
Main features of the Pakistani foreign policy are outlined in the
article as well as the institutional and organizational basis
of the process of foreign policy implementation and the influence
on it by internal and external forces. The structural weaknesses
of the present day Pakistan and its important role in the world
politics help explain the enhanced significance of the foreign influence
on the determination and realization of the external policy.
SERGEY I. LOUNEV. Foreign policy of India and the impact
of the endogenous factors
The evolution of
post-independent India’s foreign policy
and the impact of the endogenous factors on the foreign policy
strategy are analyzed in the paper. The significance of the Indian
elite, business, different ethnic and religious groups, the model of the
decision-making process in the sphere of the foreign
policy, and the contribution of Prime ministers, ministers and chief
advisers are under examination. The author comes to the conclusion that
the Indian society has achieved enough unanimity of views on the
major macro problems of foreign policy, though there are different
opinions of the mechanisms and the tools of achievement of these
goals.
LARISA M. EFIMOVA. Foreign Policy Process
in Indonesia
Foreign policy decisions in contemporary Indonesia are prerogatives
of the ruling elite and bureaucracy. Business circles and public opinion
do not play an important role in this process. A number
of documents adopted in the first decade of XXI century form the
judicial basis of Indonesian foreign policy and governmental offices and
structures needed for its implementation. The main feature of Indonesian
foreign policy is nationalism. At the same time, Indonesia
is trying to strengthen its political positions in the Southeast
Asian region, in Islamic world and on international arena.
EKATERINA V. KOLDUNOVA. Internal Factors
of Foreign Policy Process in Thailand
The article analyses a number of internal factors which influence the
foreign policy process in Thailand. Three particular aspects are taken
into consideration: the legal basis and practical dimension of government
agencies practices, special role of bureaucracy, interest groups and other
informal elements and general internal political context. The last mentioned
aspect is closely interconnected with the role of ruling monarchy and
evolving political regime. The final part of the article concentrates
on Russia’s role in Thailand’s foreign policy and sums
up the main conclusions.
VLADIMIR A. KORSUN. Foreign Policy Mechanism with the Chinese
Specificity
The content of China decision making process and the identity
of China’s strategemic diplomacy are analyzed on the basis
of a profound excursus into the history of the «Confucian way
of governance», which differs considerably from the European model.
In the author’s opinion, in China there appeared not
a political culture, but a sort of the specific Chinese
administrative behavior model based on the «moral consensus» between
different clans of elite, which is now leaded
by Hu Jingtao. Contemporary partocracy regime of PRC inherited
all the negative characteristics of Soviet «nomenclature», but created the
specific Chinese model of institutionalization and «soft» harmonization
of state and society interests. However, the
build-up
of China’s strategic power and the sophistication of its
social-economic structures actualize the necessity for a new
nontraditional political system for the timely diagnosing, softening and
solving the new domestic and external problems.
VALERY I. DENISOV. The Characteristic Features of the Foreign
Policy Process in the DPRK
The article analyses foreign policy strategy of the leadership of the
Democratic People’s Republic of Korea, main trends of foreign
policy of the DPRK, process of taking foreign policy decisions
in North Korea. Special attention is paid to the role
of the State Defense Council of the DPRK headed by Kim Jong Il.
Article underlines decisive influence of high military leadership over
taking foreign policy decisions on key problems of northkorean
foreign policy (nuclear question, relations
DPRK-USA, interkorean
relations and others).

political processes
In process of an intensification intercultural and
interreligious interactions such actors of world politics,
as representatives of traditional world religions start to play
a pecial role. The fact of the reference of political science
and policy to the religious factor shows the importance of religious
actors in modern world politics and an urgency
of a religious question in modern processes
of globalization. In what the role of religious actors
of world politics consists today? What toolkit of their activity?
In article the role and a place of religious actors
in modern world politics is analyzed.
ROMAN L. ILIEV. Judaism and human rights
The article deals with basic principles, features and specific character
of the development of human rights and freedoms in Israel.
In Judaism the understanding of human rights and freedoms has deeper
historic roots than in European religious and legal sources. The article
is based on citations from eminent scientists’ works, ancient holy
writings, results of recent research on this issue.
